Test: Zero ballots — who casts the first?
Design QA — a fresh proposal with no ballots. The card and detail must show the 25-dot threshold row with 'Be the first verified ballot' and never an empty tally bar. Cast a few ballots to watch the dots fill (3 of 25, 4 of 25…).

One verified person, one account, one ballot. A ballot can't be changed once it's cast.
CountingBallots are counted in batches of at least 10, and the last ones when voting closes.
The totals change in steps. Results are published as totals.

Anyone can see how many ballots were cast. After you vote, you see the totals counted so far, and once voting closes, everyone can see them.
