Should residential street snow clearing be fully funded?

Calgary plows priority routes but residential streets largely rely on sun and traffic, and major snowfalls strand side streets for days. Full residential clearing would cost tens of millions per year; supporters call it a basic service, opponents call it a luxury in a chinook city.
