Shadow Referendum Q4: Should non-permanent residents pay fees for healthcare and education?
Official Question 4 on Alberta's October 19, 2026 referendum ballot reads: "Assuming that all Canadian citizens and permanent residents continue to qualify for public health care and education as they do now, do you support the Government of Alberta charging a reasonable fee or premium to individuals with a non-permanent immigration status living in Alberta for their and their family's use of the healthcare and education systems?" This proposal mirrors the official ballot question. Supporters argue temporary residents should contribute directly to services they use. Opponents argue many already contribute through taxes and that fees could deter needed workers and students. Vote Support for Yes, Oppose for No — exactly as you would on the official ballot.
