Development charges are fees municipalities levy on new construction to pay for infrastructure like roads, water and transit. Ontario, with federal support, is moving to reduce these charges on new housing to lower building costs. Supporters say it makes homes cheaper and speeds construction. Opponents, including many municipalities, warn lost fees shift infrastructure costs onto property taxpayers unless replaced. The measures are under discussion.
